Strabismus surgery especially of the vertical rectus muscles (superior rectus, inferior rectus) can certainly affect eyelid position. The left upper lid shows a little eyelid retraction (you can see a little bit more of the white of the eye on the left side than the right side). Your eyes look pretty well aligned as judged by the light reflex being at a similar part of the pupil in each eye.

Fullness under the tail of the brow can be due to several things.
1. Some of this may be due to shape of your facial bones, which if bothersome to you, they can be smoothed and polished to be more flat.
2. If there is some lateral brow ptosis (drooping of the tail of the brow), this also further accentuates fullness under the tail of the brow. A brow lift either surgical or with botox can also subtly help this.

I agree that it is a bit difficult to recommend a treatment without a photo. However, in my younger patients who are very thin, there is often hollowing below the lids and in areas like the temples and cheeks as well.
To volumize these areas, I recommend either hyaluronic acid fillers for the lower lids as a great option that can last 1-2 years or more in this region (lasts longer in this region than in other parts of the face). A more permanent option is fat...

I’m not a big fan of silicone implants as there is always a risk of migration, infection, etc. A more natural option for you would be to do fat transfer to the lower lid hollows and deep medial cheek fat, but make sure you have someone with lots of experience around the eyes since it is a very delicate and unforgiving area if not done properly. Seek out a good oculoplastic surgeon who does a lot of fat grafting to the under eye area.

The pain suggests inflammation like from a filler granuloma, and this should be treated by dissolving the filler with hyaluronidase.

For the dark circles, this is due to shadowing and devolumization in the tear trough region and can be corrected with filler in this region and/or lower blepharoplasty surgery. Hope that helps!
