Swelling in the lower face is a typical response to facial surgery. By 9 days the swelling should be resolving unless there is a reason for it to continue. Ice is always a good idea but in the neck it is best to wrap the face and neck to maintain pressure so that the effects of gravity causing swelling can be reduced. The only problem I see is that, hopefully, you discussed your depression issues with your plastic surgeon. If having cosmetic facial surgery is part of your plan for treating your depression along with the TMS ( Transcranial Magnetic Stimulation), then the answer to your question is no. There should be no problem doing the TMS in temporal proximity to your lower lift. A brow lift or other procedure for the upper face which requires operating on the scalp would be contra-indicated with the TMS.
