Yes! This is a product of aging as well as being hereditary. You would do best with a lower eyelid blepharoplasty. This is a scarless procedure with about 1 week of downtime and recovery. All the best!
Can anything help with my under eye/tear trough hollows other than fillers?

Filler or autologous fat injections to this area would be the best choice. Due to volume loss causing the darkness seen. The great thing about filler is that it can be reversed if you don’t like it. I would try fillers first and fat for a more permanent solution. Best of Luck!
My eye bags are just getting worse. What would be the most cost effective approach to reduce them?

In my opinion, a transposition lower eyelid blepharoplasty would be the best option here and most cost effective long term. With this method, the lower eyelid fat is redistributed to hide the tear trough rather than simply removing fat, which can sometimes make this area appear more hollow.
Will these bags under my eye dissapear? How long will it take and specifically what caused them? (

From the photos shown it appears too much filler was placed and too superficial. This would be better to tell in person. If it is a dissolvable filler, it can be dissolved.

Hi! Your result would be better with lower eyelid blepharoplasty. Specifically you would greatly benefit from a transposition lower eyelid blepharoplasty (where the fat is debulked and draped over the tear trough) and laser resurfacing to the skin. The recovery is 1-2 weeks. It is not particularly painful (mostly itchy/scratchy). Good luck.

Hi, It is hard to tell from the photographs but it appears you have a small amount of redundant skin and a mild amount of volume loss. You can treat the volume loss with a dissolvable filler such as restylane and the skin redundancy with laser. Erbium and CO2 laser provide the best results.
