Most doctors would not recommend IPL for melasma.  This is a tricky skin condition, and the heat from IPL can cause exacerbations.  More important treatments would be sun protection, topical bleaching creams, glycolic acid peels, transexamic acid, and finally Q switch laser.  Some very experienced doctors may recommend IPL, but in general this is not first line treatment.
