You are very observant. This is a syndrom that I have described in the literature. We called it Oculonasal synkenesis. A branch of the nerve that supposed to go to the eyelid muscle can misconnect with a muscle in the nose. You can either have this muscle paralized with Botox or be removed surgically. It usually does not create this size bulk. Regardless, it can be fixed.

Any type of facial asymmetry can be corrected. A facelift does not seem to be a good choice for you. Ideally you should have your upper and lower jaws rotated around. However, if that is too complicate for you. Fat injection and moving your chin forward and left may help along with the tooth extraction. You may want to consult a plastic surgeon with craniofacial surgery training.

Yes, your nose can be made more feminine. Your nose is too wide in the bridge, it is deviated to the right, your tip is too wide and asymmetric and your nostrils are slightly asymmetric. Your nose can be improved a good deal since it has a number of flaws. If you are comfortable with your previous surgeon it would be less costly to go back to your surgeon. Otherwise you should choose someone who has a great deal of experience in revision surgery since this is not going require enough knowledge of secondary rhinoplasy.

Any asymmetry in the nostrils can be improved and the nostril flaring can be corrected. You have wide nostrils and the right nostril is higher than the left side. Additionally your tip is uneven, more projected the right, the tip is tilting to this side and it could have more pleasing definition. There is some fullness above the tip on the right as well. These all can be eliminated or improved to a great deal.

No, there is no reason for the tip rhinoplasty to be more expensive than a full rhinoplasty. Essentially every rhinoplasty includes the tip rhinoplasty and more and it does not make sense to charge more for the tip rhinoplasty.
