Bruising and swelling from eyelid surgery is always at its worst for 2-3 days and mostly fades in 2-3 weeks. However, it takes at least 2-3 months to fully heal if not longer. Since the muscle around the eye is a circle, bruising from upper lid surgery always tracks down into the lower lid and cheek. And therefore it is often the last place to finish healing.

Dark circles under the eyes have several causes, including shadowing from puffiness above, pigment in the skin and vascularity below the skin surface. Glycolic peels are safe at both 20 and 30% in trained hands, but typically improve skin texture and won't do much for most dark circles. Better to have someone assess your eyes to see why you have dark circles and treat them appropriately.
