It is hard to say exactly what you have without an in-person consultation.
From the photo, though, it looks as if you have either excess fat or excess edema (fluid) of the lower lids. If it is edema, it will vary from time to time, and may be due to excessive salt consumption.
If it is fat, then surgery may be the recommendation, which can help remove or redistribute the fat in you lower lids, and also perhaps remove some of the excess skin.

It is very hard to specifically answer your question with no photos, amd without a personal consultation, so I will only give a general answer.
I have had trouble in some cases with injections into an area which already had filler, especially if it has been filled repeatedly in the past over a fairly short time. There might be scar tissue build up or just a lot inflammation in the area, which is limiting passage of the cannula. Recent publications refer to some fillers lasting much longer...

Both are hyaluronic acids, and can be used safely in the lips. Kysse is softer, and is newer in the US.
Juvederm I feel causes a bit more fullness and this needs to be taken in to account as to what you are looking for. There are some nice new techniques that can be done with Kysse, which can give you more "red" lip without producing as much "bulk". Kysse was developed with the lips in mind. Juvederm also has a lip product, called Volbella.

Restylane is my go-to for the tear trough area. However, it is only a filler, and needs to be used very carefully by somebody who knows the anatomy and what it can do. It is easy to make mistakes in the lower eyelid which will be long-lasting in some cases.
What it will NOT do is lighten dark circles. For that, I usually recommend some bleaching cream, possibly TCA peel, or make-up to conceal.

Your question is hard to answer, because you hate to not do something at this time! However, there is no way to know how long the atrophy will last or how bad it will be. Also, the steroid is going to continue working for an unknown period of time. Injecting a filler at this time is going to muddy the waters even further, and may even create other side effects.
My best advice would be to wait for the area to settle down for a few more weeks and even longer to get an idea which way it is...

In my opinion, I would recommend Restylane Lyft or plain Restylane in the cheek area. Both have a similar lifting capacity, which is what you need under the cheek tissues. Juvederm products,in my opinion are a bit too soft in that area, and therefore a lot more product is required for a similar result.
Another option which I frequently use is Radiesse in the cheeks.
In my opinion, I believe "less is more" , and I try to achieve great results with less product.

If the bump is Restylane, then it probably can be resolved by the doctor injecting hyaluronidase. Hyaluronidase can dissolve hyaluronic acid. It is a pretty simple procedure, and the results can be seen very quickly, usually within a few hours. Once it has been dissolved, then you can consider starting with filler again after a few more days.

Fillers can be used off-label in other areas of the body. The principles are the same.
There is always a danger of problems with fillers, and they are similar regardless of where they are used. In the labia, it would not probably be blindness, though, since the vessels in the area do not go directly to the eye. However, there is still a risk of filler entering a blood vessel, which is what leads to some of the problems you mentioned. A skilled injector is the best one to choose for any...

There is no reason that I can think of why lip fillers could not be done while a person is taking tamoxifen. If you are concerned for whatever reason about your own case, it would be best to check with your oncologist.
In general, the lip filler is pretty inert, and stays in the area it is placed in. If you are also on a blood thinner or aspirin, I might recommend that you hold off on that for a few days pre-injection.

Labiaplasty can address your problems. It is a surgical procedure. Discussion with your surgeon will direct the surgeon to removal of tissues which are creating problems for you. It is an outpatient procedure, which may even be able to be done in the surgeon's office. Usually this type of procedure is not covered by insurance.

For thinning skin and veins on the back of the hand, there are injectables such as Radiesse, Restylane, and even your own fat. It appears that you have asymmetric muscle action in the area of the marginal mandibular nerve on the right side of your lower face and lip. That means the muscle cannot lower your lip there as well as it can on the other side - the lip "depressor" is affected. If it has been there a long time, there is not much that you can do to make them more symmetric permanently. Surgical weakening of the affected muscle is probably not a realistic option, and certainly cannot be guaranteed to work...

Another option might be massage or Endermologie treatments, if they are available to you. I do not see a reason why you could not use Protocol one on the abdomen, even if you are thin. I do not expect that the EMSCULPT would remove too much of your remaining fat, if that is your question.

The EMSCULPT is a tool which is going to help build up the muscles of the buttocks, and this will tend to raise the buttock up. Our patients have noted more fullness higher on the buttock area.
The EMSCULPT buttock protocol is not for fat reduction, because usually that is not what people want in that area. So I do not think it would reduce the amount of fat.
